Te Pai Ora SPPA submission

Te Pai Ora SSPA has made a submission on the Emergency Management Bill currently before the Governance and Administration Committee. This was developed in consultation with Te Kāhui Tika Tangata Human Rights Commission and Community Constellation. We have also added our name in support of Community Constellation’s submission.

We support the Bill’s intent to strengthen the role of iwi Māori and community in emergency management, but we argue that for this to be achieved further amendments are needed.

We are recommending that the Bill incorporates Te Tiriti of Waitangi with explicit Māori partnership provisions and a greater decision-making role for tangata whenua. We are also suggesting that the Bill include a clearer definition of communities that are at risk of being disproportionately affected by emergency events. We are recommending that children, disabled people and older people are included in this definition.
