SSPA members – share your feedback on the plans to address family violence and sexual violence service gaps across Aotearoa and learn and provide initial feedback into the development of the second Te Aorerekura Action Plan. Development of the second Te Aorerekura Action Plan
Making Aotearoa safer, where all people are respected and children, families, and whānau are happy and thriving is the collective ambition underpinning Te Aorerekura. To achieve this vision and drive unified action, the first Te Aorerekura Action Plan was developed which sets out 40 initial actions with activities aimed at delivering change. This Action Plan is due to expire in December 2023 and Te Puna Aonui have begun thinking about how they develop the next iteration of the Action Plan, recognising that they need to ground plans and activity in tangata whenua, community, and FVSV sector needs. Notwithstanding community voice, they will also rely on the growing body of information to help drive and inform the second Action Plan, including the Theory of Change and Outcomes and Measurement Framework, Family Violence and Sexual Violence Service Gaps, system barriers, learnings from the Regional Public Sector Commissioners – just to name a few. They would like to be at this SSPA hui to outline their approach and to talk about what they’ve heard and learnt so far, ensuring they capture and understand SSPA member perspectives from the outset. These conversations will help shape not only the second Action Plan, but will feed into the future areas of focus for the Te Aorerekura Investment Plan.
Plans to address family violence and sexual violence service gaps
Aotearoa New Zealand has high rates of family violence and sexual violence (FVSV). It is know that there are big gaps in FVSV services and that not everyone can access the support they need when they experience or use violence. Tangata whenua, Pacific peoples, disabled people, LGBTQIA+ communities, children and young people, ethnic communities, older people and people who use violence are especially impacted by FVSV service gaps.
Te Aorerekura — the national strategy to eliminate family violence and sexual violence — calls on government to identify service gaps across Aotearoa, and create a plan to address the family violence service gaps and a plan to address sexual violence service gaps (the Plans). This work sits under Actions 29 and 30 of Te Aorerekura Action Plan. It is led by the Ministry of Social Development with support from a government working group.
To create comprehensive plans, MSD need to ensure they fully understand the FVSV service gaps that people are experiencing. They also need a transparent and fair process to support decisions about the order that FVSV service gaps will be addressed in the gaps plans.

Within this document, MSD has created:
1. a list of the FVSV service gaps which tangata whenua, communities, specialist sectors and government have identified over the years (beginning on p.3)
2. draft criteria to support decisions about the order of addressing these gaps over time (beginning on p.9)
MSD is seeking feedback on the service gaps list and the draft critieria.
